Xsl is one of those text formats about which Windows seems to have
opinionated behavior.

I've found that this registry modification often works (info taken from [

]):

   1. Open Registry Editor (Windows+R, "regedit")
   2. Navigate to HKEY_CLASSES_ROOT > .xsl
   3. Make sure .xsl is selected and not one of the sub-directories
   4. You should see an entry called PerceivedType which has its value set
   to "text"
   5. Double-click on PerceivedType and change the value to "document"
