There should be a button near the bottom of the "Open With" dlg box that
says "Browse", like in the picture here:

Click on it, and it puts you into the Windows file browser. Navigate to
C:\Program Files\jEdit\ and choose jedit.exe. Then proceed with the
rest of the steps.
You'll also want to click the "Always use..." checkbox in this dlg box,
otherwise you'll be doing the same thing next time you want to open a
file with that extension.
