I'm not in front of a computer at the moment, but I'm pretty sure you can add a new mode from the jEdit options, in the edit modes section by pointing and clicking. You pick the file and jEdit puts the mode file in the right place and automatically adjusts the catalog file, so you don't have to do it by hand.
