Yes, exactly.

If it is a Windows problem, I think it's also a jEdit problem, because this rarely happens with any other programs/apps I am running in Windows. Maybe something particular about the way Windows sees jEdit.

i have the same problem, and I think it's a Windows problem

I have not found anything searching for 'windows 10 visible app does not have focus'

I'm looking at jEdit, but if I hit Alt+F4 to close the current app,  Windows brings up the Shutdown dialog
