Indeed, the test suite requires the DocBook schema: https://codeberg.org/LyX-org/lyx/src/commit/abaf03b71734400a6764f3899788197dc116775a/development/autotests/export.cmake#L211 In theory, we could vendor a copy of the RNG file (the license should make it easy) and just replace the URL with the local path.
