Tarballs for 2.5.1 can be found in the usual place:

http://ftp.lyx.org/pub/lyx/devel/lyx-2.5/

Please prepare binaries.

Please also consider stable closed for the moment. I'll open it when we 
have some confirmation that all is well with the tarballs.
