I did check the README and am not sure this is known.

To reproduce, open the attached file.

The alignment of the "Vertical Space (Big skip)" is flush left. On current master (and 2.5.0) it is centered.

If you dissolve the note, then it is shown as I expected.

Bonus: if you dissolve the note, in the terminal I get the following output:

ParagraphMetrics.cpp (136): getRowIndexAndPoint Nothing found ! pos=6  boundary=0
ParagraphMetrics.cpp (137):  rows_.back()= pit: 0 pos: 0 end: 1 left_margin: 136 width: 627 right_margin: 59 ascent: 104 descent: 214 separator: 0 label_hfill: 0 end_boundary: 0 flushed: 1 rtl=0
x=136 => 0>>1 INSET: Note:Note, inset=0x64b81546efa0, width=491, row_flags=0

ParagraphMetrics.cpp (136): getRowIndexAndPoint Nothing found ! pos=7  boundary=0
ParagraphMetrics.cpp (137):  rows_.back()= pit: 0 pos: 0 end: 1 left_margin: 136 width: 627 right_margin: 59 ascent: 104 descent: 214 separator: 0 label_hfill: 0 end_boundary: 0 flushed: 1 rtl=0
x=136 => 0>>1 INSET: Note:Note, inset=0x64b81546efa0, width=491, row_flags=0
