Looking closer at the result of this approach, I really doubt this is
the way to go. Without babel or polyglossia loaded, Japanese documents
compile, but

* all captions (Figure, Chapter, Table of Contents) are in English
rather than Japanese

* lines are not broken correctly (paragraphs run into the margin).
E.g., have a look at ja/Intro. The PDF output looks horrible as
compared to polyglossia (or babel).

Do you really think this is an improvement? My feeling is that the
documents this results in are hardly usable. I'd rather instruct
Japanese users to set appropriate fonts rather than having to end up in
these kinds of mediocre documents.

Having said that, my patch might still be useful if it turns out that
babel support is better than polyglossia for some languages with
Xe/LuaTeX (https://www.lyx.org/trac/ticket/9832)
