Forgotten format bump on transparency changes?

Hi Koji,

I do not follow recent transparency-related changes but I just bumped onto

This \color #008000 -> #ff008000 looks as if we silently changed the fileformat without bumped it's number.

Was this change intentional?
If so do we really need the flip X11hexname -> hex32name for normal colors?
