Dear Hasan,

amsart should always be available. Try to
- log in as admin and assure you have Internet connection
- reinstall LyX using this installer:
https://github.com/donovaly/LyXWinInstaller/releases/download/232.1/LyX-232-Installer-1.exe
- after the installation use the menu Help->Math and view this document
as PDF.

Does this work? If yes your problem should be solved.
