Most likely ubuntu/debian packaging fault.

You need either librsvg2-bin or inkscape installed for proper conversion 
from svgz format to pdf.

If installing either of those two tools helps I suggest you file
bug in debian to move librsvg2-bin|inkscape dependencies from suggested
to recommended.
