Sure, this is the same as with other auto-loaded packages.

Either 

1. load it manually in the preamble,

2. trigger its loading by using such a color (you can do this in the
document body after an ERT % and it won't be output), or

3. add to Document Settings > Local Layout:

Requires xcolor,xcolor:dvipsnames
