It is replaced by LyX with the current language (babel or polyglossia
name)

What do you mean: it starts with a language you do not wish? 

You mean the default language of new documents? To change this, set the
document language of a new document to what you want and hit "Save as
Document Defaults" in the Document Settings dialog.
