I finally got things going, mostly. Its taken me over a week and wish to s=
hare for others:
tldr "somewhat working" version:Windows 11, LyX 2.5.1. You must use lilypon=
d-2.20.0-1.mingw.exe (on the lilypond site). Once installed, I added ";C:\P=
rogram Files (x86)\LilyPond\usr\bin" to the path in Lyx settings -> Paths -=
> path prefix. Then run reconfigure, close and reopen.
Details: The download of the windows current version of Lilypond does not i=
nclude any installer, just unzip and go. I read that some people had to use=
2.22.X to get it to work, but no luck. After changing both the paths in Ly=
x and even the windows system path settings, I still had issues. I tried a =
few 2.21.0, 2.22.X and 2.23.0 versions with the same outcome. Some versions=
have lilypond-book with no file extension, while others have it with .py.
Once I found 2.20.0-1 on the Lilypond site and installed, put in the path, =
reconfig I did not have any errors going into the sample LilyPond guide, bu=
t still had errors on rendering.
I went for MWE and tried the test on section 3.2.1 on the Lilypond site:

\end{lilypond}Each time with this example I get "Pango-CRITICAL **: pango_f=

However the pango error still comes up on some other examples I find online=
, while others work. Doing some digging, this command in Pango has been dep=
recated.
If you have ideas or suggestions, please let me know. Also while the Lilypo=
nd installer has python bundled with it, I do have it also installed. Not s=
ure if that changes much.

pond-book(latex)->Latex(plain) and giving it a path like this:
