Problem loading a local layout file in LyX 2.5.1

I am trying to create a local layout file named `test.layout` to be used with a LyX 2.5.1 document. My test.layout file is attached to the message. The lyx document and test.layout are saved in the same directory on the hard disk. I want the layout file to use the `book` document class. When I created a new lyx file, I browsed for the `test.layout` file after clicking on "Local Class..." in the document settings menu. I then have made some changes to the layout file with a text editor and tested for the changes in LyX by using the function layout-reload. Then LyX reports: Due to some error in it, the layout file: test could not be loaded. A default textclass with default layouts will be used. LyX will not be able to produce correct output. Un-doing the changes in the text editor and hitting layout-reload function in lyx result in the same message.
