Most terminal editors do this smooth horizontal scrolling by default:
jupp, mcedit, lpe, tilde, micro, and even e3.  And some of the jerky
ones (joe, dte, fte, le, ne) can probably be configured to do it
smoothly.  It's just that the two ancient ones (emacs and vim) do
_softwrapping_ by default, most likely because in those early days
terminals were slow.

I can't figure out how to make emacs scroll horizontally, but in vim
it's easy: `:set nowrap`.  Then it scrolls horizontally similar to
nano with --jumpyscrolling plus the patch posted today.  And to make
vim scroll like default nano from git: `:set nowrap ss=1 siso=3`.

So... it's implemented pretty widely, just not the default everywhere.
