That sounds right.  Many terminal emulators use the Ctrl+Arrow keys or
Shift+Arrow keys to scroll through the terminal's history.

That should be 'setw', not 'set'.  Putting

   setw -g xterm-keys on

in ~/.tmux.conf makes the modified arrow keys work for me.
