how to compile win32 version of nano

I cannot seem to find source and instructions nor a make file to compile 
nano for native Windows win32.  In particular,
https://nano-editor.org/dist/win32-support/nano-git-0d9a7347243.exe
is a good .exe file that runs on win32.  But all of the sources I find 
seem to be only written for Linux.
Where is the source and makefile that created the above version? Thank you.
