set fill 72 have no effect

I wrote only "set fill 72" in ~/.config/nano/nanorc.
But Nano 6.3 displayed over 72 colmuns.
Is this a bug?

I use Arch Linux. I have this problem at Arch package
and building from source code after deleting package as
$ ./configure
$ make
$ sudo make install

I have no mistake about place of nanorc.
It works correctly when "set constantshow".
