clipboard on only console system

On the news page it is mentioned that nano support system-wide clipboard
using xsel.

What about a clean console system, it there any way to get clipboard
functionality, e.g. between two nano sessions, and other programs for the
matter?

I have no knowledge about how clipboard on Linux normally work, but it
seems to be related to the windows manager (gui desktop)
