tcsh is running init scripts. A login shell runs:

/etc/csh.cshrc
/etc/csh.login
~/.tcshrc or ~/.cshrc
~/.history
~/.login
~/.cshdirs

All other shells run

/etc/csh.cshrc
~/.tcshrc or ~/.cshrc

Your init scripts should be checking if stdin is a tty before doing any
terminal setup commands. e.g.:

if ( -t 0 ) then
...
endif

or

if ($?prompt) then
...
endif
