Control Keys stop working

Hi,

I known this sounds like a FAQ but it drives me nuts.
And some (unknown) events NEdit stops recognizing Control Keys
like Ctrl-S oder Ctrsl-Z and seems to put in a special ASCII
character into the file.

NumLock CapsLock and ScollLock are all of.
Restarting X11 cures it but that's not a general option if some
application running for a longer time. (Restarting just NEdit does not 
help)

Where does this come from and how to fix it?
