If I remember correctly, it is a long time bug related to Motif which
has not been overcome.

When it happens (and it do for me too), Ctrl-Z, Ctrl-C.... insert the
control character itself instead of executing the binded function.
A way to have the keys working again is to click on a menu entry (any of
them) and clic in the text window (to make yhe menu disapearing) and
then you can press Ctrl-Z to cancel the control keys insertions. Then
Nedit works as expected.
