Yes, of course -- the former contains list of available translations
of poEdit, the latter list of all languages' ISO codes.

It's off-topic here, but what use would such function have? It IMHO
has no place in GUI toolkit, it's useful only for quite specific apps
such as poEdit. What _is_ useful is getting a list of available
translations of your application, but it's not as easy as you might
think.

Maybe you're looking into tarball and not CVS repository? These files
are not needed by end users, only developers need them to update
intl.{cpp,h}, so they don't need to be included in tarballs.
