Yes, you'll have to -- Cygwin is Unix emulation layer, poEdit is 
_native_ Windows application, so you need a win32 compiler 
(preferably, MinGW plus MSYS, but you can make MSVC work with some 
effort).

It's documented in both the README file and on 
http://poedit.sf.net/download.php.

Nothing except for the obvious MinGW toolchain and MSYS.
