Check out the Translate Toolkit at http://translate.sourceforge.net/

They have a utility called pomerge which might help you. They have a 
whole bunch of handy tools for PO files.

Also you might want to check out a tool I wrote for automatically 
inserting phrases from another language into your PO file:
