The ## markers were working well with Smarty...
I now changed my templates in several ways:
<h1>_("Benutzer")</h1>
<h4 class="app_list"><p class="float_right"><a href="admin/user/add"
class="app_new">_Neuer Benutzer</a></p>
gettext("Auflisten der Bernutzer")</a></h4>
But this doesn't help. The gettext documentation did not clarify this
for me, in Google I could not find any advice for this case.
So what I have to do to prepare my templates for I18n with gettext?
