There is no 'standard' CSV, so if you're going to do some programming, may I suggest you also write a very small CSV validator to check if a user's CSV is the type of CSV expected by your PoEdit importer (and perhaps with a helpful error message telling the user that his CSV file is no good, and why). In fact, if you're going to write an importer, why not just let the module import a two column tab delimited text file (and give a warning if there were duplicate source strings, which happens in non-standard PO files). You can't know what the CSV file will look like that your spreadsheet program spits out, but anyone can copy and paste two columns from the spreadsheet into a plaintext file.
