Here are information according to the link you have provided:

   1. I am using the latest stable version. I have downloaded it as win32
   binary from the binaries download section of the poedit website.
   2. I don't think that this is a bug. So I will skip that.
   3. -  8. Is bug related. - Same as in 2.

If there are still information missing please tell me so.
