poEdit's README contains link to www.gnu.org which is where you can 
download GNU gettext (xgettext is part of it). You don't mention what 
platform you are using, but gettext is installed on majority of Unix 
systems and virtually all Linux ones. And Windows version of poEdit 
_does_ come with xgettext.exe.

Binary distribution for what platform? Win32 version contains it, 
Linux one does not and will not because gettext packages are part of 
*all* Linux distributions.

There's no point in maintaining own version of xgettext and wasting 
time syncing with official releases if you can simply use xgettext 
binary installed in the system. On platforms where gettext is not 
common (read: win32), it is shipped with poEdit.

I don't think it would be good approach. Gettext message catalogs must 
be easily synchronizable with sources and that requires you perform 
same steps when you update the catalog from sources. Instead of 
manually adding all the sources again and again, it is IMNSHO way 
better to store the information together with the catalog.
