No. It could be made smarter by looking into parent directories too
(patches welcome!), but the current behavior is semi-standard. After
all, source file references relative to the .po file's location are the
only self-contained option, it makes lot of sense to use it.

Not currently. "It's planned", but there's only so much time in a day.
