   OK, that works although the keys are Ctrl+Shift+ instead of Ctrl+Alt+.

   I don't know if tab movement is important enough to own these keys: the 'kmap' code has priority and overrides other key assignment methods.

   It's likely this can be implemented without code changes with a user.shortcuts setting.
