Neither worked (which may not be surprising), but what was interesting is 
that CodePage was blank,


Variables that aren't set are empty.
 

whereas code.page was consistently 0 (zero) - irrespective of what the 
File->Encoding menu item was set to.


   Global properties commonly includes
 code.page=0
