Help reproducing this matrix in TeXmacs

I'm trying to recreate the matrix shown in the attached image using LaTeX and also TeXmacs, but I'm having some trouble — especially on how to get the matrix notation.

Do you have any tips or could you point me in the right direction on how to do this?
