[vim/vim] Only set fgcolor while hlgroups is used on statusline if no bgcolor is set (Issue #20869)

mao-yining created an issue (vim/vim#20869)

```vim
hi User1 ctermfg=green guifg=green
setl statusline=%1*%f%*
```

Currently User1 is not set bgcolor, but it's bgcolor is same as Normal not Statusline or StatuelineNC
