[vim/vim] netrw: Regression in :Explore in v9.2.0748 (Issue #20939)

malcolmr created an issue (vim/vim#20939)

### Steps to reproduce

1. `vim -U NONE path/to/file` (which exists)
2. `:Explore`
3. netrw opens an explore window on the current directory.

### Expected behaviour

`:Explore` should explore the directory of  the current file

### Version of Vim

v9.2.0748

### Environment

Linux.
