[vim/vim] gvim (gtk3/X11) cursor no longer blinks since ver 9.2.0897 (Issue #20983)

### Steps to reproduce

1. ./src/vim -g src/edit.c
2. moving cursor

`git bisect` result: cd29d79dde5a076a859009b97287e6357933efe3.

related: https://github.com/vim/vim/pull/20909

### Expected behaviour

It should behave the same as versions before 9.2.0897.

### Version of Vim

9.2.0924

### Environment

- Xubuntu 24.04
- X11
