[vim/vim] behaviour of 'laststatus' (Discussion #20999)

i don't want to ask this in the issue tracker because i don't think it is a issue and i might be in the minority because is use 
```vimscript
set laststatus=0
```
when i do a split (horizontal) there appears to be a statusline which is expected because vim doesn't have a horizontal separator but is persists when i move the window vertically.
i can use an autocmd but is there a better way??
