[vim/vim] runtime(doc): fix typos and grammar in CONTRIBUTING.md (PR #21131)

Fix a few typos and grammar issues in CONTRIBUTING.md:
- add a missing period after the mailing list link
- "github" -> "GitHub" (twice, matching usage elsewhere in the file)
- "to the top of file" -> "to the top of the file"
- "if you like to maintain" -> "if you would like to maintain"
- remove trailing whitespace on two lines
Documentation only, no code changes.
