You are missing a directory.

You should create a directory (let's call it calendar) below 
~/.vim/pack/<name>/start/

So you would run the following commands:
mkdir -p ~/.vim/pack/dist/start/calendar &&
git clone git clone git://github.com/mattn/calendar-vim git clone 
git://github.com/mattn/calendar-vim

Then restart Vim and you have the :Calendar ex command available.
