You can download it directly from Eclipse:

It is buried in the WebTools package too, but you get a lot of other misc stuff that RDi does not deal well with.  This individual plugin has not caused any issues for us.

I upgraded to RDi 9.8 and am trying to reload all the tools I use from the 
Eclipse ecosystem. Primarily Snippets. The Snippets view is available in 
the WebTools Platform, and I prefer it to all the other snippet tools I 
have seen before. Unfortunately when I tried to load WTP from Marketplace, 
it fails. Has anyone had any luck loading WTP?
