Summary: Wrong encoding handling

Initial Comment:
The XML encoding handling is wrong, this could 
result in data-loss and does not allow for Chinese, 
Japanese and other characters.

(The XML encoding currently supported is US-ASCII 
instead of the UTF-8 defaulted by the editor.)

All encodings supported by dom4j and xerces 
should be handled correctly.
