No, not really.

No matter where -- XXE_install_dir/addon/ or 
XXE_user_preferences_dir/addon/ -- you unzip the ".zip" containing an 
add-on, if you don't clear the quick start cache after doing that (the 
simplest is to delete XXE_user_preferences_dir/cache/), XXE will simply 
not "see" what you have done and thus completely ignore the newly 
unzipped add-on.
