I was more interested in trying to make the plan "coomplete" (in quotes because no plan like this is ever complete).. As I understand it, there isn't really any ownership at this stage. The plan was drawn up to present to the World Bank. If succesful this will make a very large sum of money available to the T&T government who will then distribute it to projects that aligned to the NICT plan. So, reading between the lines of your mail which could be interpreted as "can I or others like me get my hands on some of the money to do this" the answer is yes. Get your plan together *now*. If everything goes well the money will become available. Ross
