Thanks for the clarifications Anil. I understand exactly where you are 
coming from, my concern is that CIS as a group do not appear to have 
agreed on the points you make.

Or, once again in your own words...

(for what it is worth I almost totally agree with your approach, I'll 
bring up the bit I don't agree with when it is relevant, but it is 
second stage not first so is not relevant right now)
