Draft framework

The following is the draft framework that Anil and I worked on 
yesterday.  The wording for some points may be a little coarse, but i 
hope it is sufficient at this stage for the points to get across. 
Please review it and make comments by 11:59pm on Friday 17th December 
2004.  I will then create the slides, then we all meet again sometime 
next week to "draft a script".

In summary, the presentation can focus on four main areas:

1.  Probable reasons why a school may not have a website, even though 
they may want one.

2.  The CIS solution: Using Burrokeet and resources from collaborative 
partners.  Here the assumptions would be listed, but effort should be 
made to factualise them.

3.  Solutions: The issues addressed.

4.  Live demonstration.

More details:

1. Possible reasons.

=> No capacity to develop a website, i.e. either no in-house skills 
available or insufficient funds to out-source.

=> Cost of software tools / licenses, e.g. Frontpage, Dreamweaver, etc.

=> Cost of training.

=> Cost for hardware and OS.

=> Cost for maintenance / technical support.

=> Additional cost or increase in the usual net operational cost necessary.

=> Cost / time factor.

=> Cost for web hosting.

=> Availability of resources to develop content, generate the website 
and postinng the website on the Internet.

=> Content.


2.  The CIS solution involves using the Burrokeet as the main tool to 
generate the website for the school.  Through TTNIC, the .edu.tt domain 
name will be provided free of charge to the school.  This is an already 
existing service by the TTNIC (with no influence by the CIS). 
Trinihosting.com will provide basic hosting space to the school for one 
year at no cost.  Some assumptions are (a) the school has an Internet 
connection, (b) there are persons with office productivity skills, (c) 
the school has computers, (d) there is an interest in having a school's 
website.


3.  How the CIS solution will attempt to potentially resolve the issues 
as listed above.

=> No capacity to develop a website, i.e. either no in-house skills 
available or insufficient funds to out-source.
** Other than basic competence in office productivity tools, no special 
skills are required.

=> Cost of software tools / licenses, e.g. Frontpage, Dreamweaver, etc.
** Existing tools, e.g. Open Office or MS Word/Powerpoint can be used to 
develop contennt, hence no purchase of software is necessary. 
Burrokeet, a free software application, will be used to generate the 
website, and also upload the website to the webserver.


=> Cost of training.
=** Since only existing office productivity skills are required for one 
to be able to develop content, additional training for that activity may 
not be required. Only one person need to be trained to use Burrokeet to 
generate the website but this is a very low learning curve.


=> Cost for hardware and OS.
** Burrokeet is a normal deskop application that installs and upgrades 
easily.


=> Cost for maintenance / technical support.
** The CIS will provide support for the Burrokeet.


=> Additional cost or increase in the usual net operational cost necessary.
** The solution requires that suitable infrastructure is in place, i.e. 
some form of Internet connection, computers, office suite, etc.  The CIS 
may be able to provide some infrastructural support once it is within 
its means.

=> Cost / time factor.
** The CIS cannot control the amount of time one may take to develop 
content using open office or ms word.  However, using the Burrokeet to 
generate the website is simple enough to complete within a few minutes.


=> Cost for web hosting.
** Through Trinihosting.com, free webspace will be provided for a year.


=> Availability of resources to develop content, generate the website 
and posting the website on the Internet.
** This cannot be managed by the CIS as it deals with how the school 
mannages its teachers' time, allocation of computer time, and such 
related matters.


=> Content.
** The CIS can only suggest viable content topics.


4.  The demonstration would be an actual live demonstration with the 
presenter developing a sample page and then generating the website using 
Burrokeet.  A template would be developed prior to the presentation day.
