hostile to the *idea *of open access but who raises questions that will
require answers (as have others on this list):

A true open-access revolution would require a consortium of universities to
designate a significant percentage of their existing subscription funds to
underwrite non-pay-to-play digital journals. But it's a huge collective
action problem with inherent distributional issues.

The logistics are also difficult. Ideally you would just "move over"
existing teams and journals (w/ new names), but then what about archives?
Which journals? How are they governed? It's not impossible, but it's a bit
like a shift to "single payer" with hundreds of payers.
