If a group of respected academics in a clearly defined field such as
classics were to start a breakaway peer reviewing organisation, and arrange
online publishing for the papers they approved, would they have enough
clout to convince universities that their output deserved brownie points
for writers who need a record of publication to maintain their posts? Could
a physical journal of such papers, made available by a print-on-demand
service (easy to set up these days) and sold at a reasonable price, raise
enough  money to compensate those involved without the need to levy charges
for reading the papers online? Or would vested interests and inertia doom
such an attempt?
