I'm pretty sure you're right, it goes in user.txt, but I just tried and I couldn't get it to work either. Sorry.

I tried MenuByGroups but it didn't work, probably because our menu.htm file was edited to redirect the user to a web page listing all available online resources. That's how we want our users to see our resources.

I have been experimenting with IfGroupMember -- which would seem to do what I am looking to do -- as in:

IfGroupMember XYZ; DocsCustom xyz

...where "XYZ" is the group requiring a limited menu, and "xyz" is the subdirectory docs/custom/xyz, which contains a custom menu.htm for the members of XYZ group. It still doesn't work, however. It insists on using docs/menu.htm, which redirects to a larger list of available resources. I tried placing the IfGroupMember line in different places in user.txt to no avail. Different groups are authenticated in different ways -- mostly using LDAP, although XYZ is authenticated via a flat text file. If this directive should work, what am I doing wrong? Is it supposed to go in config.txt? The documentation doesn't say explicitly, but I assumed it goes in user.txt.
