We are actively dealing with this very issue, right now on a U.S. military base...in the U.S.. Through Ezproxy, they can access Alexander Street Press videos when off base, but not when on base. We have students who are studying abroad in Chile, and when they try to access a particular movie ("No", directed by Pablo Larraín), they get the message "We're sorry, access to this film is not allowed from your location." It seems to be working here in the United States, from both on and off campus. From the screenshot the students sent me, it seems to be retaining the proxy information.
